Steve White
NEGOTIATOR, STRATEGIST AND ENGAGEMENT SPECIALIST
Steve has 30+ years’ experience in land access, native title and cultural heritage negotiations across all states and territories. He established Vector’s precursor Spinifex in early 2002 as a boutique business to service the increasing need by proponents for specialists in facilitating access and securing approvals for Non-Indigenous and Indigenous participation in major mining, energy, and infrastructure projects. Steve sold Spinifex in 2021 with it then servicing a range of mining, rail, power and water infrastructure, energy, airport, renewable and development clients throughout Australia using a small but dedicated multi-disciplinary team.
Originally trained as a geologist, Steve branched into land access negotiations in 1995 being one of original staff members in the newly created Land Access Unit of the Department of Mines and Energy (WA). Steve progressed to manage the grant of all mineral and petroleum titles for the State of Western Australia (Perth – based).
Over his career, Steve has continually sought out interesting and challenging work and has experience across a range of infrastructure solutions and multiple commodities and environments. He sits on the board of a large emerging producer, as well as innovative health-care companies.

Donna Cannon
INDIGENOUS AND PROJECT MANAGEMENT SPECIALIST
Donna has a wealth of project management and operational optimisation experience through various roles in the private sector and through past roles managing her own business. Donna had been a member of the Spinifex team from 2010 to 2022 and in that time managed time and cost critical major projects including those for the Qld Coordinator General, Hancock Coal, Glencore and Santos in both in-house roles and on a project-by-project basis, as well as a wide range of resource and infrastructure projects in multiple states and territories.
During this time, Donna has been able to manage the indigenous and non-indigenous land access issues associated with projects to allow them to proceed in a compliant and time-efficient manner. Her in-depth knowledge across cultural heritage and native title legislation and the practical application of processes pursuant to those legislations, as well as of commodities and geographical settings, is considerable. Her original training as a Geologist allows her to actively engage with and have a full understanding of the exploration and mining activities required to advance projects. Donna is intent on delivering both value and timely advancement of a client’s land access and Indigenous portfolio.

Glenn Firth
APPROVALS, ENVIRONMENT AND STAKEHOLDER ENGAGEMENT SPECIALIST
Glenn is a resource industry professional with significant experience in environmental approvals, safety and community management, feasibility studies, mine rehabilitation and closure, environmental impact studies, permits and approvals, HSEC systems and assurance, corporate and ESG reporting, and compliance and due diligence auditing.
Glenn brings to the Vector team thirty years of environmental and safety management experience in the mining, resources and mineral processing industries, including:
- Extensive mine site and corporate experience covering all aspects from statutory approvals to mine closure planning
- Three years of mining environmental consulting experience in Europe and the Middle East.
- One year of international aid work experience in China, repatriating four copper mines back to agricultural use.
- Accredited ISO 14001 EMS auditor with experience in systems, compliance and HSEC auditing, and auditing of mining operations with respect to environmental legislation.
- Statutory compliance, systems conformance and due diligence auditing of mining operations requiring bankable documentation.
- Broad international mining, environmental and community relations management experience, having worked in Australia, South America, China, India, Europe, Asia and the Pacific Islands. -
Zanthea Chulio
SOCIAL IMPACT & COMMUNITY ENGAGEMENT ADVISOR
Zanthea Chulio brings over 15 years of experience in stakeholder engagement, social impact, and strategic communications across infrastructure and critical project environments. She specialises in translating technical projects into trusted community initiatives, grounded in transparency and meaningful outcomes.
Currently, Zanthea is advising on the Bremer Battery Storage Project, where she leads the development of the Social Impact Report, manages the Community Benefit Fund, and oversees all community communications. Her work ensures that project delivery is matched with clear, accessible communication and tangible community benefit.
Her background includes navigating large-scale disaster recovery operations and governance-based engagement for water infrastructure with Seqwater, along with local government and consulting roles. Zanthea has consistently embedded equitable social outcomes into complex projects, building lasting trust and impact.
Dedicated to projects that leave a positive community legacy, Zanthea combines strategic thinking with heartfelt engagement—making sure the people and places most impacted by infrastructure projects are seen, heard, and supported.

Ellis White
CULTURAL HERITAGE COORDINATION AND LAND ACCESS SPECIALIST
Ellis White has had extensive experience in all aspects of Aboriginal cultural heritage field surveys and Duty of Care Assessments. With over 14 years’ experience working on major resource and infrastructure projects, Ellis has undertaken, facilitated and supervised archaeological surveys and mitigation programs in participation with relative Aboriginal Parties on over thousands of hectares of project land, more than 550kms of rail and pipeline corridors, and scores of Duty of Care Assessments. Ellis has exceptional stakeholder engagement abilities that see him achieve fully compliant and expeditious results in the field for the client while also building enduring relationships. Ellis is highly experienced and a valued Vector field operative and often sought out by our clients to participate in surveys and on-ground assessments.
